Efforts should be made to analyse the theoretical contradiction and practice absence between the principle of reliance protect and the custom's legal system, to analyse the principle's great impact on the custom's law-executing, to analyse the principle's new demands on the custom's  compensation mechanism, to analyse the processing mode dealing with the imcomplete administration of the custom which is put forward by the principle and to find out countermeasures of the custom in the environment of this principle. It is certain that the final goal is to show the current condition of reliance protect in our country's administrative law and to find out countermeasures through a 'spot to face' method for analysis.
