voice 除了指“说话声，嗓音”之外，还有“（公开或正式表达出的）意见，愿望”的意思。voice vote 又叫“呼声表决”，即参加表决者叫喊“同意”或“不同意”，按呼声响亮的一方决定。而 oral 则强调“以口头的方式”，例如：oral practice（口头练习），oral examination（口试），oral report（口头汇报）等，但“口头表决”英语却没有 oral vote 之说，而习惯用 voice vote。
