作者介绍： Woodrow Wilson(1856-1924)，美国第28任总统，早年毕业于普林斯顿大学，1920年任该校校长，之后推行被各高校陆续采用的导师制。1920由民主党提名，精选为新泽西州长。1921年因提出“新自由”的口号当选为总统。任职期间，内政外交成绩都非常出色。“一战”爆发后，德美关系紧张，他于1916年向德国发出最后通牒，使其放弃潜艇战略。这一外交胜利推迟了美国参战的时间，并使其蝉联总统。之后，他力主停战，主张建立国际联盟。可形势紧迫美国不得不对德国宣战，他全力领导全国取得胜利。1918年他提出“公正和持久和平”的十四点方针，成为战后协约国和德国和谈的基础。巴黎和会上，他为实现此方案而努力。实际上和会结果与他理想化的和平主义背道而驰，并且由于美国人民的投票表明对巴黎合约有强烈的保留意见，致使美国未参与国际联盟。1920年总统选举，民主党失败，他的理想主义进一步破产。同年12月获诺贝尔和平奖。这是他1917年4月2日，在国会的演说中，要求结束中立，对德宣战。虽然威尔逊语气比较克制，但充分表现出事态的严重性，凝重，沉稳中显示出不战则已，战则必胜的信心和决心。
