But stocks continued to fall after that.<br><br>“Stocks rallied on the package of policies in the morning session, but the trend of the index depends more on economic responses than the favorable measures while the economic downturn is clear,” Zhang Fan from Changjiang Securities said.<br><br>The Shanghai Composite Index dropped 0.84 percent, or 17.64 points, to 2,074.58 points, after reaching an intraday low of 2,063.41. <br><br>Losers outnumbered gainers 622 to 204 while 41 remained unchanged. Turnover in the local market shrank to 37.16 billion yuan (US$5.46 billion), compared with Wednesday’s 42.02 billion yuan.<br><br>The Shenzhen Composite Index, which tracks the smaller domestic market, fell 1.41 percent, or 8.04 points, to 562.61 points. <br><br>China's central bank announced cuts in interest rates and bank reserve requirements in its latest move to boost the domestic economy as worries grew over how the deepening global financial crisis will play out here.<br><br>Lending and deposit interest rates will be reduced 0.27 percentage points today, and the reserve ratio will drop by a half point next Wednesday, the People's Bank of China said.<br><br>In a separate announcement, the State Council said yesterday it was suspending a 5 percent tax on income earned from interest on bank account savings.<br><br>“There is still much room for the interest rate cut and reduction in reserve requirements. The reduction is not as strong as Europe and US while investors have expected more,” Zhang said.<br><br>Bank of Communications dipped 1.71 percent to at 5.16 yuan. Ping An Insurance, the second biggest, was down 0.38 percent to 28.89 yuan.<br><br>Chinese financial institutions have been largely unaffected by the credit crisis that has crippled many Western banks and roiled global markets, and China is more concerned about a longer-term downturn in economic growth.<br><br>Economists said the new policy package had three targets: to trim borrowing costs for companies against the threat of a slowdown, to stabilize banks' profitability by increasing their liquidity while not diminishing their interest spread, and to placate billions of savings account owners affected by the reduction in interest.<br><br>Developers fell on concern the interest rate cut wasn’t enough to attract home buyers.<br><br>China Vanke, the nation’s largest developer, lost 3.08 percent to 6.30 yuan while Poly Real Estate Group, the second-largest, declined 6.30 percent to 14.13 yuan.<br><br>Huaneng Power International, the listed unit of China's largest power group, said it increased output by 13 percent in the first nine months of the year as it boosted generation capacity to meet China's rising power demand. Yunnan Aluminum Co, the fifth-largest producer of the light metal, retreated 3.77 percent to 4.85 yuan.<br><br>Chalco said third-quarter profit will fall more than 50 percent from a year ago on higher production costs and lower prices. Hospitals designated to admit patients during the Expo should be prepared for special emergency services.<br><br>&quot;Disaster medicine in China lags far behind Western countries. The head of the group and more sex workers are still wanted, according to the report.<br><br>The Kowloon West Region Chief Inspector of Police Chung Chi-ming said police received a tip about the targeted hotel in Yau Ma Tei.<br><br>The group rented five to six rooms for long-term sex deals and charged 600 yuan (US$88) to 1,300 yuan per customer, the report said.<br><br>Of the 16 women, 13 were believed to have entered Hong Kong from the Chinese mainland by sea while the other three held expired two-way exit permits.<br><br>The customers were aged 25, 27 and 31. According to a Hong Kong lawyer, the 31-year-old man will be charged with having sex with a minor. <br><br>The defendant can't argue that he didn't know her age or didn't check her ID card because he could judge based on the girl's appearance, the lawyer said in the report. <br><br>Police can also charge him with aiding and abetting illegal immigration.
