热点新闻选读Evacuations begin as lake threatens to burst

AUTHORITIES have evacuated more than 30,000 people in the lower stream of a barrier lake in Sichuan Province as soldiers are trying to blast debris clogging the waterway that now threatens to flood survivors of the May 12 earthquake.

The evacuated people who live in the most dangerous areas near Tangjiashan Lake in Mianyang City have already moved to higher places — the first phase of an emergency evacuation plan drawn up by the local government, Xinhua news agency reported today.

Tangjiashan Lake is the largest of 34 barrier lakes that formed after the 8.0-magnitude earthquake devastated parts of Sichuan. Its water level rose nearly 2 meters on Saturday to 723 meters, only 29 meters below the lowest part of the barrier

Mianyang government said the residents in Tangjiashan, a town in Beichuan County, should all be notified about the evacuation by 6pm today, China News Service said.

The plan will enter a second phase if one-third of the dam shows signs of bursting. Nearly 160,000 people could be evacuated under the second phase.

More than 1.2 million people will be evacuated if half of the dam looks ready to burst, the report said. Under the worst case scenario, nearly 1.3 million people could be evacuated.

The strongest aftershock since the May 12 quake struck the region yesterday, killing eight people.

The May 12 quake killed 65,080 people and injured 360,058 others. Another 23,150 are still missing as of 12pm today.

The death toll may reach 80,000, Premier Wen Jiabao said two days ago as he toured the area with United Nations Secretary-General Ban Ki-moon.

Evacuation plans have been prepared for communities near 19 barrier lakes, E Jingping, deputy minister of the Ministry of Water Resources, said yesterday. Sixty-nine reservoirs in Sichuan are also in "immediate'' danger of bursting and measures, such as draining the worst-damaged reservoirs, are being taken.

Meanwhile, helicopters have transported eight heavy machines, including four excavating machines and four bulldozers, to Tangjiashan Lake. More facilities are being lifted to the lake area.

About 1,600 armed police officers and People's Liberation Army soldiers plan to blast away the lake's landslide barrier before it bursts. Earlier attempts to send military helicopters were hampered by adverse weather conditions and low visibility.

A military plane carrying food, water and power generators took off at 8am today to support the soldiers who carried dynamite and hiked to the area yesterday.

Meanwhile, more than 1,000 soldiers have arrived at the barrier on foot with about 10 tons of dynamite, which they will use to blast the lake barrier in case bad weather and low visibility which have continued to hamper airdrop efforts.

"I feel relieved this morning as we have reached the area," said Chen, who is in charge of dealing with the emergency situation of dozens of quake lakes in Sichuan. Quake lakes were formed after landslides blocked rivers.

During an interview with China Daily, Chen expressed sincere thanks to Russian pilots because of their bravery and encouragement. A Mig-26 helicopter can typically fly with a minimum visibility of five kilometers, but on Monday in Tangjiashan, the visibility was only two kilometers. "We asked for help in this difficult time, they agreed and finally we succeeded," he said.

At 11:13 am, a Mig-26 helicopter carried a large bulldozer from Leigu to the vicinity of Tangjiashan quake lake which could only be reached on foot. Chen hoped the weather will allow the helicopter to deliver more big machinery to dig channels to drain the barrier.

"All these mean we can officially start to deal with swelling lakes now," said Chen, adding it first time he spoke to the media, as he was not in the mood the previous days to do failures to deal with the possible flooding situation.

Other helicopters managed to airdrop materials for the operation by 7:49 am Monday at the top of the quake lake at Tangjiashan in Beichuan County. It was formed by landslides that blocked a local river known as Jianhe after the May 12 earthquake.

The swelling lake is 3.2 km upstream from the Beichuan County seat, from which thousands of quake survivors have been evacuated since last Wednesday.

While military forces are preparing to dynamite the swelling Tangjiashan quake lake, rescue headquarters have urged the expert team to quickly give "risk evaluation" reports on bursting of the barrier.

Chen asked the provincial and Mianyang municipal governments to draw "three red lines" on the map until Tuesday noon, with each representing which area will be affected if the barrier bursts by one third, half or to nothing.

"We should work out the risk analysis reports as soon as possible as at the rain from upstream has accelerated the accumulation of water," explained Chen.

He said those who could be affected by the possible burst of barrier have already been evacuated to safety.

In addition to part of Nanchong, Suining, and possibly Chongqing, Mianyang could be affected most if there is a flood. Chen asked local governments to calculate the numbers of people who could be impacted by a possible flood and prepare counter-measures in accordance with the three scenarios.

Although the Mianyang municipal government has already finished the risk evaluation in line with the three scenarios, Chen asked them to continue to re-evaluate the situation until Tuesday noon.

"Our efforts to save everyone should reach every pointon the map," he said.
