  "This has to be someone who is a person of the highest integrity and the highest possible international standing. Someone who should have a well-established record of advocacy on human rights issues, someone who is able to deal directly with governments in quiet diplomacy when that is called for, and when there are possibilities of achieving results through quiet discussions, but at the same time be prepared to be vocal and outspoken when that is called for. This person -- he or she-- has to really be a human rights champion."
  Former High Commissioner Louise Arbour's tenure has generally received high marks from human rights groups, but was attacked by many governments for her criticism of their rights records.
  Israel came under fire for its military action against Palestinians and its war with Hezbollah in 2006 that killed more than a thousand Lebanese civilians. Arbour cited China for its use of the death penalty and said the United States' war on terror was eroding the worldwide ban on torture.

The sense of loss was evident in President Bush's voice, as he spoke of the passing of his former press secretary and friend.

"I came to know Tony as a very smart and capable man," said President Bush. "He had good values. He was an honest guy. He had a wonderful sense of humor. He loved to laugh. He loved his country and he loved his family."

Snow had another love. Even on his last day at the White House - when the thinning hair and gaunt face of a cancer patient were so evident - he stressed how much he loved his job.

"Everybody talks about what a horrible job it is to brief the press,but I love these briefings!"

Tony Snow had two careers that somehow intertwined. He served two presidents - both the current President Bush and his father, George H. W. Bush. And both before and between his stints at the White House, he was a journalist.

He brought the skills of a newspaper columnist and talk-show host to the press secretary's office.

Zimbabwe's Political Parties Meet in S. Africa on Future Negotiations (2/2)

While all the parties seem to have agreed that the way forward may be a transitional government of national unity, Maroleng says achieving that is going to be extremely difficult.

"On the one hand President Robert Mugabe insists on being recognized by the MDC as being legitimately elected and therefore having the right to convene such a government," he said. "While the MDC would argue that since they won the elections that were viewed to be largely free and fair on the 29th of March, they should actually have the right to convene and determine the composition of a government of national unity."

Mr. Mugabe's ZANU-PF has been anxious to get negotiations under way, perhaps to prevent the adoption this week of United Nations sanctions.

But Maroleng cautions that if Mr. Mugabe does not get his way at the preliminary talks in Pretoria, the fear of sanctions may be overcome by anger and lead to a total disengagement by his ZANU-PF party, followed by increased suppression of the opposition and civil society.

After being held in the jungles of Colombia by rebel forces, in some cases, for years, a group of hostages is (are) now freed today. Colombia’s Defense Minister Juan Manuel Santos announced, speaking through an interpreter at a news conference in Bogota, that military spies were able to obtain the release of the hostages. “We’re pleased to announce to the public, national and international, that in a special intelligence operation, 15 of the hostages in the hands of the FARC have been rescued safe and sound.” Included in the hostage group was French-Colombian politician Ingrid Betancourt and three American contractors who had been held by the Revolutionary Armed Forces of Colombia or FARC. The hostages were considered key bargaining chips by the group to obtain the release of jailed rebels. Military spies apparently tricked the rebels into giving up the hostages with no injuries.

Republican presidential candidate John McCain is continuing a three-day trip to Latin America. NPR’s Jason Beaubien reports from Mexico City.

Upon arriving in Cartagena, Colombia, Senator McCain again voiced his support for a free trade agreement with that country. His opponent, Barack Obama, opposes the deal. McCain said free trade is an important issue, not only for Colombia, but also for the future of the US economy. “And as you know, I have strongly supported education and retraining programs for our displaced workers who will face the challenges that America’s economy is undergoing as we speak.” From Colombia, McCain’s next stop is Mexico City for a meeting with President Felipe Calderon. The Arizona senator has praised Calderon for attacking Mexico’s drug smuggling cartels. The two men are also expected to discuss issues related to the border. Jason Beaubien, NPR News, Mexico City.

President Bush and Iran’s foreign minister both dismissedspeculation the US and Israel might be prepared to launch a military strike against Iran before Mr. Bush leaves office. President said he has made it clear to all parties that the first option to solving any problems would be diplomatic.

Stocks slumped today amid record oil prices. The Dow Industrial Average and NASDAQ both ended the day officially in bear market territory. NPR’s Curt Nickisch reports.

The price of oil closed up more than two and a half dollars. Investors were also concerned by a loss in private sector employment. That helped deflate the Dow almost one and a half percent. The NASDAQ fell more than two percent. That left both indexes in bear market territory, which means they are down 20% from their highs of this past October. Peter Morici, an economist at the University of Maryland, says “get used to the trend”. “The prospect for oil coming down is not good, because there is a real global shortage, it’s not just speculators. So, we’re likely in bear territory for a while.” Investors were also jittery ahead of Thursday’s report on unemployment numbers. Curt Nickisch, NPR News.

The Dow dropped 166 points, closing at 11,215. This is NPR.

Some bridges over the Mississippi River in Illinois and Missouri are reopening to traffic for the first time in days. (A) Missouri highway has also reopened, and the Army Corps of Engineers says it is opening three navigation locks on the river that had been closed. At some areas around St. Louis, the rain-swollen river has been coming down rapidly, falling about a foot a day, and that’s giving residents in two hard-hit Missouri towns, Winfield and Foley, a chance to return to their properties and assess damages from the recent flooding. The river, meanwhile, is cresting above flood stage in the town of Cape Girardeau, Missouri. However, no major damage has been reported.

Authorities say a fugitive hedge fund manager who’d been on the lam for more than a month turned himself in today. NPR’s Dina Temple-Raston reports.

Samuel Israel III was supposed to report to a Massachusetts prison on June 9th to begin serving a 20-year federal sentence for conspiracy and fraud. He had run a hedge fund in Stamford, Connecticut and eventually pleaded guilty to bilking investors out of millions of dollars. Israel’s case made national headlines when he didn’t show up at the prison as planned. And police found his SUV abandoned on a Hudson River bridge with the words “Suicide is Painless” scrawled on the hood. FBI and US Marshals doubted Israel had committed suicide. Instead, they began a massive manhunt. Israel’s girlfriend later admitted that she had helped him escape. Israel turned himself into authorities in Southwick, Massachusetts. Roger Federer has now stretched his winning streak on grass to 64 matches, reaching the Wimbledon semi-finals today, after beating Mario Ancic 6-1, 7-5, 6-4. Federer is the only man at this year’s tennis tournament to win every set and is trying to take his sixth straight title.

Hello, I'm Melissa Long here at the CNN Center in Atlanta, with a look at what is happening NOW IN THE NEWS in this Friday, June 27th.

It's all about unity today for the Democratic Party and for Democratic Senators Hillary Clinton and Barack Obama. They are coming together at their first joint campaign rally in New Hampshire in a town called Unity. At a private fundraiser last night, Clinton introduced Obama to her top donors. These are some exclusive pictures from that fundraiser. Both Clinton and Obama appealed to their supporters to come together. In another show of unity, Obama and his wife each donated 2,300 dollars for Clinton's campaign debt.

In Zimbabwe, voters say choice has nothing to do with today's run-off election. Observers say government supporters are forcing people to vote despite the fact that Robert Mugabe's chief rival withdrew from the race. Analysts say the ruling party wants a large turnout to bolster the election's credibility. But so far, independent observers say turnout has been low. The opposition leader Morgan Tsvangirai says the results will not reflect the will of the people, but rather their fear.

The US is praising North Korea's decision to blow up part of a nuclear facility. This happened this morning. The cooling tower over a main nuclear reactor was brought down at the Yongbyon nuclear site. The State Department says it's an important step toward making sure North Korea has no nuclear capabilities. The reactor itself was shut down last year.

A raging wildfire has forced hundreds of residents from their homes in Gila, Arizona. Officials say a two-day fire has blackened more than 2,500 acres of land. And a major wildfire in California is threatening more than 500 homes in the Big Sur area. Thunderstorms expected today may help the firefighters. Crews from 41 states are there assisting.

Families in Winfield, Missouri are heading for higher ground today. The Pin Oak Levee finally succumbed to the rising waters of the Mississippi. The levee was the last one standing in Lincoln County. It protected about 100 homes from the river. Today's breach will not only flood those homes, but thousands of acres of nearby farmland.

It's possibly the worst flooding ever in Iowa. Nine rivers are still rising, many overflowing their banks. CNN's Gary Tuchman reports Cedar Rapids is taking a heavy hit.

The flooding of 1993, which is still widespread, was largely the result of record snows melting. This is not arctic snow. This is summer almost. This is the tremendous amount of rain that has caused it. This is a very unusual meteorological phenomenon.

The victims of that Boy Scout ranch in Little Sioux, Iowa are talking about their frightening experience when a deadly tornado struck their ranch, killing four of their own Wednesday. Jim White is the pastor for one of the families who lost a son in the tragedy.

"Obviously, they are devastated, but they are strong people, and their faith is strong and, and they are, they are going to be fine."
White making that comment on CNN's Larry King Live.

President Bush is not happy with the new Supreme Court ruling on prisoners at Guantanamo Bay. CNN's Elaine Quijano says the decision has a major impact on the administration's terror policy. President Bush says he disagrees with the Supreme Court's ruling that foreign detainees do have the right under the US Constitution to challenge their detention in civilian courts. At a news conference with Italy's prime minister, the president again cast the issue as a matter of national security and said his administration would study the opinion to see if additional legislation might be appropriate. The 270 prisoners at Gitmo are now expected to file appeals.

African-American men suffered disproportionately from preventable diseases and had the lowest life expectancy than any other ethnic group. Dr. Bill Releford, founder of the Black Barbershop Outreach Program, says back men just don't go to the doctor.

So he decided to open clinics in the already established infrastructure of the black-owned barbershop.
