The authorities in Guatemala say they have rescued 46 more children and babies they think may have be taken from their parents for illegal adoption by foreigners. Police say the infants were found at a house in the city Antigua after neighbours reported seeing foreigners collecting children there every day. Daniel Schweimler reports.
The authorities are now investigating whether the children were stolen or their parents were coerce into giving them up. The Attorney General’s Office said the few of the children had the necessary paperwork and the house did not have permission to operate as an adoption centre. Last year couples in the United States have adopted more than 4,000 infants in Guatemala where it can take half the time and cost considerably less than it does elsewhere.

Royal Navy sailors have set up a steel barrier and sandbags around the Walham substation near Gloucester. The British Government’s emergency planning committee met to discuss the crisis. Responding to criticism from some Opposition MPs, the Environment Minister Phil Woolas said better defenses could not have stopped the floods.

President Bush used his weekly radio address to defend the recent administration report on mixed progress in Iraq, saying his strategy for success is built on the premise that greater security will pave the way for political reconciliation.
"This report shows that conditions can change, progress can be made, and the fight in Iraq can be won."
The president says 30,000 additional U.S. troops deserve the chance to show that they can help restore security and aid Iraq's government in protecting its own people.
When he launched this new strategy in January, President Bush said it would be different from earlier efforts because more Iraqi troops would join the fight and the government there would stop interfering in how those troops are used.
But the interim report to Congress says since January, fewer Iraqi units can operate independently of U.S. troops. It also gives the Baghdad government unsatisfactory marks for failing to prepare for local elections that could reconcile Iraq's Shi'ite, Sunni and Kurdish factions.
