The United States says it’s confirmed that North Korea carried out nuclear tee tion to the compay.to .es to ry from the BBC.sted sted explosion a week ago. The office of the director of the International intelligence said  the air absorbers  reveal the presence of radio ()  and established the size of the blast was less than a kilo ton. From Washington our correspondent JL reports.

 

The American intelligence  officials now assess that the North Korea didn’t in fact carry out a nuclear test, though the US’s belief  was relative small explosion of less than one kilo ton. Still CR warned Pingyang against carrying out further tests, saying that could be a provoked act. US  secretary of state will still visit Japan, South Korea and China later this week in an effort to present United front. She wants to insure those countries take active steps to inspect cargo living and entering North Korea to prevent developing or selling weapons technology.

 

The Japanese Foreign  Minster TA has said his government has information that North Korea may be preparing for another nuclear test, but South Korea government official quoted by the YH news agency confirms that there are signs there is confirming this is a consumption. The American media reported earlier that US spies several lies pick up signs that preparations for second test may have begun.

 

The head of United nations Atomic Agency, the IAEA has warned that as many as thirty countries could have a capacity to develop nuclear weapon if controls uptime further. M said that it was becoming fashionable for countries to seek the nuclear deterrent.

The American Secretary of State CR has had talks in Japan with the Foreign Minister TA about the United Nations’ sanctions against North Korea following its test of nuclear bomb. Dr. Rice said afterwards that they pledged to work together for a swift and effective implementation of the sanctions. C reports from Tokyo.

 

Dr. Rice said she came to Tokyo to reaffirm the United States commitment to defense Japan in the phrase of  any attack. She discussed the security situation with the opposite number, the Japanese Foreign Minister TA. He’d earlier called debate on whether Japan should obtain nuclear weapons for itself. He was careful to reiterate the government’s position role: The Tokyo has no plans to persist, to develop, to allow nuclear bombs on its soil. Dr. Rice said the United States had the well and capability to carry out the full range of its defense commitments in the region. Our alliance for the Japan is strong than ever, she said.  

 

The United State military says a further nine of its troop have been killed in Iraq bringing the number of the death this month to more than 60,  the highest casualty rate for nearly 2 years. The increasing casualties come are major reports that the white house advisors may recommend that Washington turn Syria and Iran for help. From Baghdad, AN reports.

 

In the worst instant   four US soldiers died after their patrol were hit by a roadside bomb west of Baghdad. Anther three was killed north of the capital in the province of D. A US military statement said they had died resulted what it called “enemy action”, but gave no further details. So far, this month the average of more than three Americans have died every day. US commanders say they expect to the casualties rate to rise that they can send more troops out on patrols to try to tackle the worst sectarian violence in the Baghdad region.

North Korea has announced plans for its first nuclear weapons test. A Foreign Ministry statement said the test had become necessary in the phase of what it termed increasing hostility from the United States. The Statement added that the North Korea would never be the first to use the weapons. International negotiations to get the North to abandon its nuclear program stored almost a year ago.  Charles S reports from the South Korean capital Soul.

 

A Foreign Ministry statement said North Korea would conduct nuclear tests to strengthen its war deuteron against the United States, give no days, but said safety conditions for a test would be fully guaranteed. The statement said the United States had infected a clear war by pushing for the UN resolution that imposed sanctions on North Korea in July. That followed the North’s test launch of  seven implicit missiles into the sea of Japan.  This is the first time that North Korea has explicitly threatened to a nuclear test although it has given less direct warnings in the past. It claimed last year to have developed nuclear weapons. Experts believed that it has enough ()   for about eight atomic bombs.

 

In a speedy response, the Japanese government made clear that it would view a nuclear weapons test by North Korea as totally unforgettable. It’s said this was more serious under the North missile test, which prompted the UN sanctions and said there’ll be a severe international response if the nuclear test went to head.

 

The South Korean Foreign Minister Ban Ki-moon is poised to become the next secretary General of the United Nations after securing the backing of all five prominent members of the Security Council in a formal ballot. A further more vote is expected next week. This ballot has been deeply involved in the intentional crisis over North Korea’s nuclear program. He told J so that he had made an ending intention on the Korean Peninsula apriority. 

 

“If I become Secretary General, I’ll utilize all the authority of the secretary General to speed up resolving issues such as security in the Korean Peninsula, reconciliation and cooperation between the two Koreas and peaceful an early resolution of North Korea’s nuclear program.

 

A top Iranian nuclear official has proposed that France created a consortium to produce enriched uranium on Iranian soil as a way of breaking the international deadlock of Iran’s nuclear program. Georgia says it’ll shortly hand over the four Russian army officers who’ve been detained on spying charges to visiting officials from the European security organization, the OSE. And the OSE says if that happens, they will return them to Russian hands. The detention of the men last week caused sharp increasing tension between Georgia and Russia. In a latest move, the Russian authorities have cut transport of post links between the two countries.  From Moscow, here is AS.


Russia has delivered its retaliation. Its Transport Ministry says that all road, rail, air and sea links between the two countries will be suspended with an immediate to effect. There will be no post going form Russia to
Georgia either. It’s a dramatic move.  President Putin met yesterday with his security chiefs where the decision was likely to have been made. Moscow has been considering how to response to put President Putin described as state terrorism and hostage taking.  It’s not clear if Moscow was aware of the imminence release of the four Russian officers before today’s announcement.

 

The Brazilian President Lula Ignacio de has now re-failed to win an outcry victory in his country’s election. He leaded half of the votes to avoid a second round, but fell about 1% short. He now faced a former governor of the state Sao Paulo Geraldo Alckmin in the runoff at the end of October.   Correspondents say the President Lulao, the first left-winger to host Brazil’s highest office in 50 years, lost ground after his party was accused of carrying out a dirty tricks campaign against their opponents.

Six weeks after a ceasefire came into effect in Lebanon, Israeli troops say they’ve ended their withdrawal. That departure means that the UN and the Lebanese counterparts can boost their contentions in southern Lebanon to 1500 as envisaged by the Security Council resolution that ended the conflict. An Israeli Foreign Ministry spokesman MR said all to remain was for the Lebanese authorities to meet their obligations under the agreement.

President Musharraf of Pakistan has claimed a central role for Pakistan in the American-led war against a global terrorism. He said western countries will be brought to the needs if Pakistan did not cooperate with them. Speaking in a BBC interview, General Musharraf strongly defended Pakistan’s intelligence agency, the ISI against accusation that the tenement is within it collaborated with Taliban in Afghanistan.  And he denied the young British Muslims like the London suicide bombers have been radicalized on visits to Pakistan.

The street outside the interior ministry was busy when the suicide bomber struck. Employees have been cueing up the security checkpoint and nearby shops were opening up.    Across the road is a school, by the time of the incident the children were already inside their lessons. Police officers on duty outside the ministry say a man was seen acting suspiciously close to the checkpoint. And when challenged, he set off his explosives. Dead bringing blasts still lie on the narrow street where the explosion occurred.  Emergency service personnel have been hurrying down the area and sweeping away shattered glass.

 

The Iraqi government has declared daytime curfew in Baghdad today. All vehicles and pedestrians have been ordered off the streets. No reason’s been given for the latest measure, but it comes after a week of accelerating violence coinciding with the start of the Muslim’s holly month of R .  in another development, the US military says a man detained at home of leading Sunni politician is suspected involvement in planning suicide car bomb attacks.

 

 

United States senates have overwhelmingly approved to build a constructive barrier to  try to curb illegally immigration from Mexico. The double liner fenses in barriers will cover more than 100 kilometer, about one third of the US-Mexico border. Hundreds of video cameras are also to be installed.  In the past year, more than a million people were estimated to cross illegally from Mexico into the United States. AG reports from America.

The Georgian Interior Ministry says it’s charging 4 Russian army officers detained last Wednesday on suspicion of spying. Another M officer was released. Moscow has recalled his ambassador AB over the row. And Russia’s ambassador to the United Nations has asked the Security Council to rebuke Georgia for what he called unacceptable and dangerous prosecutions. AS sent this report from the Russian capital.

 

According to a spokesman for the Georgian Interior Ministry, the four Russian officers have now officially been charged with espionage.   He also said that the court in the capital Tbilisi would begin considering the case later today. Georgian security forces are still reported to be surrounding the Russian military headquarters where they say another Russian suspect is shelving. Moscow’s response has been swift and strong as well as the recall of its ambassador. It’s ordered the partial evacuation of some of Russian personnel from Georgia.

 

The  new Japanese Prime Minister Shinzo Abe has been making his first policy speech to parliament setting out his plans to strengthen patriotism at home and make Japan more assertive   abroad. Mr. Abe said he wanted to revise the country’s passive of its constitution putting place during the American occupation of Japan at the end of the Second World War in part to allow a upgrade of the Japanese military, but he emphasized   that he  also wanted to repair strain relations with China and South Korea. 

 

China and South Korea are important neighbors. Strengthening relationships of trust with the two countries is vital to Asia and to international society.  And I believe that it is important to communicate candidly and forward looking way.

 

The United States Senate has approved the Bush administration’s proposals to set up new rules for the interrogation and prosecution of foreign suspect of terrorism. The rules agree special military tribunals to prosecute terrorism suspects. The European commissioner is expected to tell Romania and Bulgaria shortly that  they can join the European Union at the beginning of the next year. However they gain membership under strict conditions than any previous members. More from our Europe editor Mike S.

 

It’s taken seven years to Bulgaria and Romania to reach this moment. But the EU’s enlargement commissioner A is expected to tell European parliament that they can join on share()  next January. They will, however, face the most stringing monetary ever imposed on new members. EU funds will be withheld unless they tackle corruption and organize crime, with Bulgaria especially under the spotlight. Food safety standards will also have to improve and Romania can expect current panel pockets exports to continue into it has. And existing members  are expected to impose restrictions on migrating labor. But both countries say the boost to the economy they’ll get from joining should create jobs at home.

 

 

More than fifty Kurdish men have gone on trial in the Turkish city of D in a case which our correspondents say could strain relations with the European Union. The 56 mailers are on trial for writing to the Danish Prime Minister asking him not to close down a Danish based Kurdish television station. The Turkish government says  the station RTV is a mouthpiece for the outlawed Kurdish separatist group the PKK. Lieutenant General W in a BBC interview said the army had intervened because of the likelihood of the violent clashes between supporters and opponents of the ousted Prime Minister TS. He accused Mr. T of planning to use elements of the military against the operation. The General promised that the coups on several liberties will remain only for short time.

 

A Russian court has sentenced a sergeant to four years prison for physically abusing a fellow soldier so badly. The doctor had to amputate his legs and (). The convicted soldier sergeant AS is the main defendant to be tried for the attack on the court groups   and raise each off.  From Moscow, Jim R reports.

The case shocked the Russia. Even in a country where bullying in the army is widespread, what happened to Andrei Sychev's stood out for its ruthless brutality. The conscript soldier was tied to a chair and beaten so badly that gangrene set in. His legs and genitals have to be amputated. Nine months later, he remains in hospital. Private Sychev’s tormentor Sergeant Alexandra Sivyakov was convicted of exceeding his authority and using violence. He’d always denied any wrongdoing. His four-year sentence is less than the six years the prosecution had demanded, even before the verdict and Andrei Sychev's family had already denounced that is insufficient.

Pope B is meeting ambassadors from predominantly Muslim countries in an effort to defuse the crisis sparked off by his controversial remarks about Islam earlier this month. The talk followed a major diplomatic effort by Vatican to explain what the Pope meant by his comments.  Our correspondents say his overture is likely to be welcomed by many Muslim governments who seem him a conservative ally but that is not clear how they will be received by elderly Muslims. The Chinese authority said the main communist leader in Shangxai has been set in a corruption scandal.  The official C was the Communist party secretary in the city and has been linked to the alleged misuse of pension funds. Mr. C has also been removed from the Chinese Police bureture, the party’s top leadership council.    From Beijing, here is DR.

 

Chen is one of the most senior officials to be set since Hujintao took over his president in 2003. he’s been dismissed following a government investigation into  what appears to be one of the biggest financial scandals to hitch Shanghai in the three decades since economic reforms began in China. The case sentenced on allegations that senior officials and businessmen used large sums of money from the city’s pension fund to make illegal loans and investments. One of China’s welfares   on ()  has been questioned a part of the proper and several other officials have been removed from office. 

 

The Chief Judge in the genocide trial of SH has ejected the deposit Iraqi president from the courtroom for a third time. The hearing went ahead of the absence of the SH’s lawyers for a boycotting the proceedings. From Baghdad, J sent this report.

 

The trial had resumed surprising Mr. S despite the absence of the entire defense team who worked out the last secession last week. SH had also been expelled then but these later proceedings began with him and all other six other defendants in the dock, but then after more than an hour testimony by a Kurdish witness allow erupted. SH objected to the defendants not being allowed to refer to one and another   by the previous ransom titles waving a yellow piece of paper. He said witness’s statements saying he didn’t want to call any more, but the newly appointed chief judge M that was not for the defendants to decide but order him to remove from court anyway.

The I Navy says it has socked 11 Tamil Tiger rebel boats and killed dozes of guerillas during a fire over sea battle of northeastern coasts. The authority believed one of the rebel’s main level commanders is among the casualties.  They said one navy boat is damaged in the attack and several sailors were wounded. The clash has begun later Sunday when the navy intercepted 25 boast sailing south laden with weapons and rebels fighters.
