The International Federation of Red Cross and Red Crescent Societies says the AIDS epidemic in Southern Africa is so severe that it should be classified as a disaster. In its annual report in on world disasters, the federation said much of the billions of dollars spent on fighting AIDS worldwide was not reaching highly vulnerable groups such as sex workers and drug users. It also expressed concern that AIDS relief work was often sidelined during periods of conflicts. But the Red Cross Special Representative on HIV/AIDS Doctor Mukesh Kapila cited Kenya as a good example of effective AIDS policy.

Asked After the violence in Kenya this year, the Kenya Red Cross was approached to ensure that the continuity of Kenya care was maintained for people who has of HIV. And also condoms and the prevention messages will fast were passed to people who be displaced from their homes. And this was an example where preplanning, preparedness and integration of HIV prevention and care into normal disaster management when done went on to save additional lives.
