Barack Obama's plans for 10 billion dollars for home owners' aid.Last month,Joe McCain said it is not the duty of goverment to boycott and reward those who act irresponsibly wether they are big banks or samlls borrowers.But now he proposes to let some home owners replace their subprime mortgages with Federally guaranteed loans.His campaign says the plan would help up to 400,000 home owners.
