Dictation The European Commission is setting out proposals to overhaul the common agricultural policy, the vast system of rural subsidies that takes up about 40% of the European Union’s budget. The long-term aim is to pay farmers to look after the countryside rather than to produce food. Duncan Bartlett reports. Many of Europe’s farmers collect large sums of money from their governments and the EU. The payment is designed to keep them in business, and to protect the rural way of life. But developing countries complain that the system contributes to poverty elsewhere in the world. They say that the subsidies keep the prices of European food unofficially artificially low, making it hard for outsiders to compete. European countries often export their cheap food to Africa and elsewhere again making it difficult for local farmers to match the prices. |
