News reports say Syrian troops have begun their redeployment to Lebanon's eastern Bekaa Valley. Syrian troops were seen leaving several mountain positions near the capital Beirut that they'd occupied for 20 years. Syrian President Bashar Assad and Lebanese President Emile Lahoud said Monday that Syrian troops will pull back from northern and central Lebanon to the Bekaa Valley by the end of March. But a complete Syrian withdrawal from Lebanon will be deferred until after later negotiations. The timetable falls far short of international demands including those of the White House, where presidential spokesman Scott McClellan reacted this way.
"We believe that it is a half-measure that does not go far enough. Ah, it is time for Syria to fully implement United Nations Security Council Resolution 1559 that means the complete and immediate withdrawal of all Syrian military forces and all intelligence services from Lebanon."
