托福网考于2006年9月15日(星期五)在中国北京、上海、广州、天津、杭州和成都六城市举行,绝大部分考生成功完成考试。
由于技术原因,中国大陆地区少数考点的计算机未能正常启用。美国教育考试服务中心(ETS)对教育部考试中心(考试中心)在此次事件中的妥善处理深表感谢,目前正和考试中心共同对此次事件进行全面调查,并会将结果稍后公布。
对于考试中受影响的所有考生,我们深表歉意。ETS将全力调查技术原因,避免类似事件发生。我们感谢考生予以的合作和谅解。
对于未能完成考试的考生
ETS和考试中心将在2006年9月23日单独安排一次补充考试,由于受影响而未能完成考试的考生均可报名参加。如考生不能在该考试日参加考试,可以将考试机会调转至以后的考试日期。鉴于15日考试给这些考生带来的不便,ETS和考试中心将退还考试费用,并根据合理记录对因往返考场而发生的交通费用进行补偿。
对于在受影响考点成功完成考试的考生
由于考场出现异常状况,在受影响考点成功完成考试的考生也可申请免费再次参加9月23日补充安排的考试。重考申请截至9月20日。一旦考生报名参加重考,9月15日的考试成绩将被立即取消。
同时,ETS官方将代表所有受影响的考生向考试成绩接收院校或单位寄去信函,进行事件说明。

Statement from ETS on September 15 TOEFL iBT Administration
For technical reasons, a limited number of computers at test centers in mainland China did not properly launch the new Internet-based TOEFL (Test of English as a Foreign Language) exam on Friday, September 15, 2006.? ETS appreciates NEEA’s timely response to the situation, and is working closely with NEEA representatives to conduct a full investigation.? We will release more details as they become available.?
We sincerely apologize to the test takers affected by the situation. ETS is committed to identifying the cause of the technical issue and preventing it from happening in the future. We thank test takers for their cooperation and understanding.
Options for Test Takers Who Were Unable to Complete the Test
Test takers who were unable to complete their tests may sign up for a special make-up administration on September 23. Those unable to test on this date may transfer their registration to a future scheduled testing date. Recognizing the inconvenience caused to these test takers, ETS and NEEA will also refund their test fees and reimburse reasonable documented travel expenses incurred in traveling to take the test.
Options for Test Takers Who Successfully Completed the Test
Test takers at the affected centers who completed their tests successfully may also apply for a voucher and sign up for a free make up test on September 23rd in light of these exceptional circumstances. Requests for free retests will not be granted after September 20. Scores from the September 15 administration will be cancelled immediately when test takers sign up for a retest.
ETS authorities will also send letters to institutional score recipients on behalf of all affected test takers, explaining the situation.
The majority of test takers in China did not experience such difficulties and successfully participated in the first-ever online, Internet-based TOEFL at test centers in the six cities of Beijing, Shanghai, Guangzhou, Tianjin, Hangzhou and Chengdu.
