11. [美国彭博新闻社记者]今天早上亚洲股市下滑，上海跌了3%，香港跌了1.7%，美元兑日元跌到了12年的最低点，人民币兑美元上升到了12年的最高点。今年的经济发展将会需要寻求一个平衡点，请问您会实施什么样的货币政策跟汇率来达到这个平衡点，既能保证中国经济有适当的成长率，又能够在全球经济下滑的时候负起应有的责任？在1997年、1998年亚洲金融风暴的时候，中国人民币并没有放开，给亚洲地区下了一颗定心丸。现在九年、十年后的今天，在目前全球经济下滑的时候，中国会不会更大幅度地放开人民币的汇率？
[Bloomberg News] Good morning, Mr. Premier. I'm with Bloomberg News. Thank you for giving me this opportunity. This morning, the stock markets in the Asian region all plummeted （骤然下跌falls quickly）. And Shanghai Stock Exchange witnessed a 3% decline and Shenzhen (应是Hong Kong) 1.7% decline. At the same time, the exchange rate of the US dollar against the Japanese yen has hit a 12-year low, and the RMB exchange rate against the US dollar has hit a historical high since the year 2005. Just now when you answered the question raised by another journalist, you said that there is a need for China needs to strike a balance in its economic development.
I would like to know what kind of monetary policy will China adopt and what kind of foreign exchange rate policy will China adopt to strike this balance so that on one hand China can ensure that its economy will grow at an appropriate rate and on the other hand China can also take its due responsibilities when the world economy is in a downturn? We recall that in the year 1997 and 1998 during the Asian financial crisis, China has been acquired a reassuring force to the Asian-Pacific economies by not devaluing the RMB. Nine to ten years has passed, and now the world economy is again in a downturn, and I don't know whether it is possible for China to take even more significant steps to liberalize the exchange rate of the RMB?　

[温家宝]最近因为美国次贷危机的影响，造成美元贬值，几次降息，石油价格居高不下，已经达到每桶110美元，这对世界的股市也造成很大的影响，出现了震荡。我对世界经济，特别是美国的经济十分关注，而且深感忧虑。
Recently, the subprime crisis in the United States has dragged down the world economy particularly the financial markets and the US side has lowered its interest rates. On several occasions, the international oil prices are hovering（悬停，徘徊） at a very high level as high as 110 US dollars a barrel. And all these factors had adversely affected the Stock Exchanges all over the world. And, we have seen major fluctuations in the market. I, myself, watch very closely the developments in the world economy and in the US economy and I am deeply worried.

中国实行从紧的货币政策和稳健的财政政策，是从中国的实际出发，主要是投资增长幅度过快、货币和信贷增长过大、外贸的顺差增长过快。（这段中总理有些词句重复和反复）
China pursues a tight monetary policy and a prudent fiscal policy based on its own reality. And the main problems we face now are the excess growth rate of investment and the excess growth rate of money supply and credit supply as well as the excess growth rate of China's trade surplus.

但是中国经济已经走入全球化，世界经济的各种变化不可能不反映到中国经济上来。因此，我们在实行这些政策的同时，要密切关注国际经济的走势，
Under these set circumstances, we also see that China's economy is already tied to the globalized economy and all kinds of changes and fluctuations in the international economy will inevitably be reflected in China's own economy. That's why while adopting our domestic policies, we need to keep a close eye on the latest trends and developments in the world economy.
以根据形势的变化，灵活、及时采取相应的对策。 And in light of the changing environment and the trends, we need to take flexible and prompt measures.
我们实行政策的效果，要从中长期来看，短短的一两个月还很难看出问题。　
The effects of the policies that we have adopted will only be seen in the mid-to-long term context. I think a short span like one to two months is not enough to see the problems we may face.

我现在所忧虑的是，美元不断贬值，何时能够见底？美国究竟会采取什么样的货币政策，它的经济走势会走到什么地步？　
What concerns me now is that the US dollar is depreciating continuously and when will, will the US dollar reach the bottom in this depreciation（贬值，跌价） process and what kind of monetary policy does the United States adopt at this moment and where is the US economy heading.

关于人民币汇率形成机制的改革，我们已经确立了汇率的形成是依照市场供求变化，并参照一揽子货币加以确定。到目前为止，两年多来，我们对美元已经升值15%，而且最近升值的幅度越来越大。　
As for the reform of the RMB exchange rate system and I think now the exchange rate of the RMB is already determined based on market supply and demand with a reference to a basket of currencies. Over the past more than two years the RMB's exchange rate has appreciated against the US dollar by 15 percent. It is particularly noteworthy that recently the RMB exchange rate has appreciated（升值，增值） at a fast pace.

我们在采取多种货币手段时，必须权衡利弊，综合研究、综合考虑。
When we adopt a full range of monetary instruments and means, we need to weigh the advantages and the disadvantages and have a comprehensive approach.
因为无论是利率的变动还是汇率的变动，都会有有利的一面，也有有害的一面。
Because be it in the exchanges, in the changes, in the interest rate or be it changes in the foreign exchange rate, I think all these kinds of options will have their advantages and disadvantages.　

我深知，这对中国是极大的考验，但是我可以向大家讲明一点，就是中国经济的基本面还是好的，中国市场的潜力，特别是农村市场的潜力还是巨大的。我们在发展的过程中有着很大的回旋余地，这是中国的优势。　
I know this is a major test for China and at the same time I can assure you that the fundamentals of the Chinese economy are sound. China still has vast market potentials, particularly in the rural areas. That's why in the course of China's development we have a great leeway（余地） to handle all kinds of problems and meet the challenges. This is where China has its advantage.
[温家宝]:因此，我们对中国经济的发展还是抱有信心的。谢谢。
That's why we are confident of China's economic prospect. Thank you.
[温家宝]:如果大家再晚吃午饭，还可以有一个人再提一个问题。

12. [新华社记者]总理您好，我是新华社记者。政府工作报告在总结过去五年的工作经验的时候，把必须坚持解放思想放在六条经验之首，请问总理，继续解放思想对于经济、社会发展有什么现实针对性？第二个问题，今年是改革开放30周年，“两会”期间，海内外舆论对我国的改革开放进程和下一步的走向十分关心，总理刚才讲到新的五年的财政体制改革方向，请问总理，在您新的五年任期内还有没有其它改革开放的突破点？请具体讲一讲？下一步深化政治体制改革有什么样的考虑？谢谢。
[温家宝]:你的问题太多了。
[Wen Jiabao] You have asked so many questions.　
[Xinhua New Agency] I'm with Xinhua News Agency. In your report on the work of the government, you sum up the experience and the lessons you've learnt over the past five years. I can see on top of the list, the No.1 experience you have gained is that we must free our minds. I would like to know, as far as this piece of experience is concerned, what is the significance of this experience? Is it relevant to the current policies? And what kind of role can this principle play in promoting economic and social development? No.2, this year marks the 30th anniversary of China's reform and opening-up program. Domestic and overseas media have shown a lot of interest in what has been gained from reform and opening-up? What will be the future plan for the continuums（连续） of this program? Just now, you shared with us your idea on how to press ahead with the pubic finance system reform, and I would like to know, in the next five years in reform and opening-up, what kind of new breakthroughs do you envision? What are your considerations for the efforts to advance the political system reform?

[温家宝]我想集中回答一下关于解放思想这个问题。一般的道理大家都知道。我想从中国的文化、传统和历史上讲一点自己的看法。我一直很重视两句话：一句话来自《诗经》，一句话来自《诗品》，就是“周虽旧邦，其命惟新”、“如将不尽，与古为新”。
And I think as for the question of freeing our minds I would like to give you a more detailed answer and I, I think people here know why this is important. I would like to share with you my views on this point in the context of the Chinese culture, tradition and history. I, myself, value greatly the following two lines quoted from the songs of poem, quoted from the Book of Songs and book by the name of the Character of poems. One is that "Although Zhou was an ancient state it had a reform mission", the other is that "only innovation could ensure the growth in vitality of a nation".　

中国是一个既老又新的国家，五千多年来，中国的前进是同它不断的变革维新分不开的。China is an ancient country with fresh vitality. In the past 5,000 years, every step that we make forward has to do with the reform and innovation we have made.

就是在30年前，邓小平先生提出来要解放思想，实事求是，团结一致向前看，从而推动了中国的改革开放事业。
Exactly 30 years ago it was Mr. Deng Xiaoping who put forward the principle of freeing our minds and seeking truth from facts and uniting us together and look ahead, and by so doing that China has launched its program of reform and opening up.

有人可能会问解放思想和改革开放还要进行多久，我可以明确告诉大家，将永不停止，一直到中国现代化的成功，到了那时也还需要解放思想。
People may ask that how long, how much longer will China need to free its mind and continue its reform and opening up. And I can give a very explicit answer that we will never cease in this pursuit until China has successfully modernized itself. And even when China is successfully modernized, we will continue to free our minds.

新时期的解放思想应该突出哪些方面呢？我想有三点：
What should be the focus of our efforts to free our minds in this new era? I think in the following three areas.
第一就是要继续破除迷信，反对本本主义。
No. one, we need to continue to say no to blind face or book-worship.
只有这样，才能使我们的国家永远保持生机和活力。
Only in this way can we always maintain and keep the vitality and vigor of our nation.

第二，要坚持实践是检验真理的唯一标准。鼓励大胆的探索、实验和创新。　
No. two, we need to remain committed to the principle that the practice is the sole criterion for judging truth and we need to encourage efforts to entering to bold explorations and experiments and engaging in innovation activities.

第三，要使每个人，特别是领导干部的思想得到解放，也就是说要有独立思考、批判思维和创造能力。　
No. three, we need to free the minds of everyone particularly the minds of our leaders so that everyone can have independent thought, critical thinking and innovation capabilities.
只有这样，我们的整个事业就会不断前进。　
Only in this way can we constantly move our course forward.

13. [温家宝]:好像那边有一个， 对，就你来发言吧。举了好长时间的手。
[Wen Jiabao] I've seen his hand raise for quite a long time. So give him an opportunity.
[Times of India] India-China relationship has improved a lot in recent years. What is your expectation from India with regard to the Dalai Lama and the Tibet issue? Are you satisfied with the role and action of India with regard to protesters in Dharamsala who try to enter Tibet and march into Tibet? Also please draw some light on China-India border discussions and talks. Thank you. (印度的英语啊，真是个挑战！)
[印度时报记者] 近年来，我们看到印中关系出现了极大的改善和发展。请问总理，您对印方在达赖和西藏问题上有何期待？我还想请教总理先生，近期在达兰萨拉出现了一些事件，并且有“挺进西藏”的活动，您对印度政府在处理这些事件的时候所发挥的作用和采取的行动有何评价？同时还想请总理谈一谈您对解决印中边界问题解决的看法。　

[温家宝]正如这位记者所说的，中印关系这些年有了显著的改善和发展。
As you said that in recent years we have witnessed marked improvement and development of ties between China and India.
我们对于印度政府在对待达赖策划的所谓“独立”活动所采取的立场和措施表示赞赏。
We appreciate the position and the steps taken by the Indian government in handling the Tibet independence activities masterminded by the Dalai clique.
西藏问题是中印关系的一个敏感问题。The Tibet issue is a sensitive one in our relations with India.

在这个问题上，我同瓦杰帕伊总理和辛格总理都有广泛的共识，我希望印度政府能够依照中印两国达成的共识，正确地对待和处理西藏问题。　
On this issue of Tibet, I have had a broad agreement with the then Indian Prime Minister Vajpayee and the Prime Minister Manmohan Singh and I hope that the Indian government will follow the agreement reached between the leaders of the two countries and recognize and approach and handle this issue in a right manner.

两国边界问题已经确立了解决的政治指导原则，并且开展了多轮谈判。
As for the boundary issue between the two countries, I think the political parameters and principles have already been established in the talks and negotiations have been conducted on several rounds.

这个历史遗留的十分复杂的问题，不是一朝一夕能够解决的。但是只要中印双方都抱有诚意，本着平等相待、互谅互让的原则，我想解决边界问题的谈判会有新的进展。
It is no easy task to resolve such a complex issue left from the past and we can not expect that issue will be resolved overnight. This been said I would like to say that as long as both China and India have the sincerity in resolving this issue as long as we approach this issue on the basis of equality, mutual benefit and mutual accommodation（适应）, new progress will be made in the negotiations.
