neither的意思是两者都不/没, 是指前面所提的两种处理方式. 这句话的关键在理解"
requires "的作用,整个句子的意思是说"尽管对卡巴呋喃用于棉花有这样的通知(warning不一定要理解为警告)要求, 但这两项要求都没做到.)
