[姜恩柱]女士们、先生们，上午好。我们今天非常荣幸、非常高兴地邀请国务院总理温家宝与采访十一届全国人大一次会议的中外记者见面，并回答大家的提问。同时，我们也非常高兴地邀请国务院副总理李克强、回良玉、张德江、王岐山陪同温总理一起同大家见面。现在请温总理先讲几句话。

Ladies and gentlemen, good morning!
It gives us great honor and pleasure to invite Wen Jiabao, premier of the State Council, to meet the press from both home and abroad, covering the First Session of the Eleventh National People's Congress, and answer your questions. We are also very happy to invite vice premiers, Li Keqiang, Hui Liangyu, Zhang Dejiang and Wang Qishan, to accompany Premier Wen Jiabao at this meeting. Now I would like to hand over the microphone to Premier Wen.
[温家宝]女士们、先生们，各位记者，早上好。第十一届全国人民代表大会第一次会议闭幕了，会议选举产生了新一届的政府。现在我把和我一同出席这次记者招待会的各位副总理向大家介绍一下。坐在我旁边的是李克强，他是我们副总理中最年轻的，他也是中共中央政治局常委。
[温家宝]回良玉，大家都熟悉了，他是上届的副总理，这次是连任。
[温家宝]我们还有两位新任副总理，一位是张德江，一位是王岐山，他们都曾经担任过“地方大员”。
现在我愿意回答大家的问题。
Ladies and gentlemen, dear journalists, good morning!
The First Plenary Session of the Eleventh National People's Congress was concluded just now. At that session, a new government was elected, and I would like to take this opportunity to introduce the newly elected vice premiers attending this meeting.
Seated on my right is Mr. Li Keqiang, vice premier, and he is also the youngest vice premier on this government. He's also a member the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China.
I think you are all very familiar with Vice Premier Hui Liangyu, who also set on the previous government as a premier, and this time he is reelected.
And we have two more new vice premier, Mr. Zhang Dejiang and Mr. Wang Qishan, and they used to be in charge of major provinces and municipalities.
I'm now willing to take up your questions.
1. [凤凰卫视记者]上届政府曾经经历过两次令全球华人为之牵挂的突发危机的发生。5年前，新任总理的您经历了“非典”危机，人们还不知道您当时的心路历程。5年之后，突如其来的南方冻雪灾害，人们又看到您走在抗击雪灾的前线，这场雪让您感受到了什么？未来5年您还会面临什么样的挑战？[Phoenix TV] Thank you, Mr. Spokeperson, and thank you Mr. Premier. We still recall that for the previous government, there were two occasions the oversea Chinese and the Chinese in this country were most concerned about, because there were crises. For example, five years ago, there was a crisis caused by the SARS epidemic. At that time, we very much wanted to know and we still do not know what was the state of mind of you, Mr. Premier, during the crisis. Five years later, much part of China was hit by the disaster of sleet and snow, and once again you are on the forefront of the fight against the disaster. I would like to know what was most impressive during the fight against the natural disaster. Looking ahead at the next 5 years, we would like to know what are the major challenges in your mind and what does new government plan to do to meet the challenges?
[温家宝] 5年已经过去了，行事见于当时，是非公于后世。历史是人民创造的，也是人民书写的。一个领导者应该把眼睛盯住前方，把握现在，思考未来。我脑子里在盘旋四件事情。
Five years have passed, what one does now will be fairly judged by the history.
History is created by people and written by people. As a leader, his eyes should be on the way ahead, his energy should be focused on the present and at the same time and he should be thinking of the future. And in my mind I’ve been thinking of four things.
第一，要使中国的经济继续保持平稳较快发展，同时有效地抑制通货膨胀，这就必须解决经济发展当中的不稳定、不协调、不可持续的问题。目前最大的困难是物价过快上涨和通货膨胀的压力，隐藏的风险是经济可能出现的波动，我们必须在这两者之间走出一条光明的路。
No 1, we need to ensure the fast yet steady economic development in this country and at the same time we need to effectively hold down inflation. To attain this goal, we need to address the problems in unstable, uncoordinated and unsustainable economic development. The biggest difficulties we face now are two-fold. On one hand, we face excessive growth of price, on the other hand, we also have mounting inflationary pressure. We also face potential risk of drastic economic fluctuations. That’s why we need to blaze a trail in between that will ensure a bright future for us.
第二，经济体制改革和政治体制改革要有新的突破，这就必须解放思想。解放思想需要勇气、决心和献身精神。解放思想和改革创新，如果说前者是因的话，后者就是果。5年前，我曾面对大家立过誓言，苟利国家生死以，岂因祸福避趋之。今天我还想加上一句话，就是天变不足畏，祖宗不足法，人言不足恤。
No. 2, we need to make new breakthrough in the reform of political system and economical system. To attain this goal, we need to free our minds. And to free our minds, we need to have courage, resolve and spirit of dedication. And we talk about the freeing of our minds and reform innovation I believe the former, freeing our minds is the cause and the latter reform and innovation is the effect.
Five years ago, in front of similar audience, I made a promise which is also my motto: One should uphold his country with his life, do not do things just to pursue personal gains, he should not evade responsibilities for fear of personal loss. And I would like to add a few more lines: One should not fear the changes under the heaven，One should not blindly followed the old conventions，One should not deterred by the complaints of the others
第三，要推进社会的公平正义。如果说真理是思想体系的首要价值，那么公平正义就是社会主义国家制度的首要价值。
No 3, we need to promote social justice and equity. As truth is the first virtue of the systems of thought, I believe equity and justice is the first virtue of socialist country’s system.
公平正义就是要尊重每一个人，维护每一个人的合法权益，在自由平等的条件下，为每一个人创造全面发展的机会。如果说发展经济、改善民生是政府的天职，那么推动社会公平正义就是政府的良心。Equity and justice means that we need to respect everyone in the society and protect lawful (legal) rights and interests of. And we need to ensure everyone can enjoy all-round development and have development opportunities while enjoying freedom and equality in the society. If we can say that development of economy and improvement of peoples livelihood is the bounden duty of the gov’t, we can also say that the promotion of social justice and equity is the conscience of the gov’t.
第四，要加强社会主义精神文明建设。如果我们的国家有比黄金还要贵重的诚信、有比大海还要宽广的包容、有比爱自己还要宽广的博爱、有比高山还要崇高的道德，那么我们这个国家就是一个具有精神文明和道德力量的国家。
No.4, we also need to promote the development of culture programs and raise the ethical standards of this nation. If China can have a level of credibility and integrity that is more precious than gold, if China can be more receptive and inclusive than the ocean, if China can have fraternity rather than love for oneself, and if China can have an ethical standard higher than the mountains, I believe this country will have the moral strength and also will become a country with advanced cultural development.
朋友们，我想告诉大家。为了国家的富强，为了社会的公平正义，为了让人们幸福快乐地过得更好，为了让孩子们上好学，为了使我们的民族在世界赢得应有的尊严，我愿献出我的全部心血和精力。
Dear friends, I want to ensure you. To ensure this country to become stronger and more prosperous, to build a society of equity and justice, to ensure the people live a happy life, our children can go to school and our nation is duly respected in the international community, I'm willing to dedicate myself wholeheartedly to this cause.
2. [人民日报记者]总理您好，我是人民日报记者。两会期间，我们人民日报下属的人民网和其它十多家网站都做了“两会关注热点”或者“我有问题问总理”的网上调查。参与网民达数千万，提出的问题超过百万，成为公民有序参与的一条重要途径。大家关注度最高的是物价问题。您在报告中提出，今年物价增幅控制在4.8%，请问总理，新一届政府将采取哪些措施确保实现这个目标？谢谢。
[People's Daily] Good morning, Premier. I'm with People's Daily. We know that People's Daily also has a website named People.com. As a matter of fact, our website and also a dozen of other websites have covered the event of two sessions and the major issues to interest of people. We conducted survey on the Internet which was actually received among millions of the Chinese people and more than a million quesions were raised. I think this has offered a very important channel for the citizens of this country to participate in the running of state affairs in an orderly manner.
I can see from our survey on the Internet that the biggest concern of the general public is the price rise. In your report on the work of the government, you set a goal of holding down the inflation to a level of about 4.8%. I would like to ask you this question, Mr. Premier. What kind of steps will the new government take to ensure that this goal will be attained?
