Google Is Said to Set Sights on YouTube
YouTube, the popular video-sharing Web site that has yet to celebrate its first anniversary or its first profit, is quickly becoming the must-have prize for media and technology giants.
Google is in discussions to acquire YouTube for $1.6 billion, people involved in the talks said yesterday. While the talks are in the early stages, and may fall apart, the size of Google’s offer may push YouTube closer to a deal. Other companies have also expressed interest and could swoop in with a higher offer.
Microsoft, Yahoo, Viacom and the News Corporation, among others, have all visited YouTube’s headquarters in San Mateo, Calif., in recent months to inquire about buying the company.

Oil Prices Rise Amid Signs of OPEC Cuts
The oil market was unnerved today by speculation OPEC was considering cutting its production to stem a recent decline in oil prices.
After jumping as much as 2.5 percent early on, oil prices narrowed their gains this afternoon.
A decision to cut production is still being discussed by oil ministers from the 11 members of the Organization of Petroleum Exporting Countries, which are considering whether to hold an emergency meeting in coming weeks, an OPEC delegate said.
Some news organizations, including The Financial Times and Reuters, citing unidentified OPEC delegates, said the organization planned to cut production by one million barrels a day, a reduction of nearly 4 percent from its current level of 27.6 million barrels. Most of the cut would come from Saudi Arabia, although most other OPEC members would also pare their output.

Family life is just like a business for middle-class parents
Middle-class parents are bringing business-like attitudes to family life so that they can successfully juggle career and children, claims a report today.
It cites the rise in video links to nurseries and the popularity of tracking technology, which enables parents to keep tabs on the nanny or childminder, as evidence that parenting is being "professionalised".
The Changing Face of Parenting report, by the Future Foundation, a think-tank, refers to the age of "super parents" and dismisses the notion that family life is in decline.
Although there is a general sense that parents are time-pressed and spend less time with their children, this is not the case, it says.
The report, based on research among 800 adults, says today's working women dismiss claims that their behaviour is "big motherish" as they fuel a multi-million-pound market in new and flashy "child-tracking" devices.
Using mobile phone, wireless, radio, microchip and GPS (global positioning satellite) technology, they can keep tabs on their children wherever they are, night or day.

They are eerie sensations, more common than one might think: A man describes feeling a shadowy figure standing behind him, then turning around to find no one there. A woman feels herself leaving her body and floating in space, looking down on her corporeal self.
Such experiences are often attributed by those who have them to paranormal forces.
But according to recent work by neuroscientists, they can be induced by delivering mild electric current to specific spots in the brain. In one woman, for example, a zap to a brain region called the angular gyrus resulted in a sensation that she was hanging from the ceiling, looking down at her body. In another woman, electrical current delivered to the angular gyrus produced an uncanny feeling that someone was behind her, intent on interfering with her actions.

Tourists unafraid of trouble spots
Holidaymakers are becoming increasingly resilient and, it seems, will continue to travel to destinations targeted by terrorists as long as prices are low enough.
The Red Sea resort of Sharm el-Sheikh was the best-selling package-holiday destination this summer for Lastminute.com, the online travel company, out-selling last year's top resort of Corfu and the traditional favourites, Spain and the Balearic Islands. Four of the 10 most popular resorts were in Egypt.
The surge in bookings came despite 88 deaths caused by bomb attacks in Sharm el-Sheikh in 2005, and the killing of at least 23 people and the wounding of another 62 in three bombings in the Egyptian resort of Dahab in April.
John Bevan, travel director of Lastminute.com, said: "Public perceptions of Egypt have changed. While in the immediate aftermath of bomb blasts sales did dip, they started to return very quickly to affected areas.
"We have always sold Egypt well, but there is no doubt that price has played a big part in getting over the fear of visiting a country." Week-long holidays in four-star properties have been on sale for as little as £199.
A spokeswoman for Thomson, Britain's biggest tour operator, which operates up to 20 flights a week into Egypt, said: "Once a terrorist incident is off the news pages, people will book when the price goes down."

Those who commit sexual offences against children pose one of the most significant challenges for our criminal justice system.
The Sentencing Advisory Council is considering whether a post-sentence detention scheme for sex offenders should be introduced in Victoria. Such a scheme exists in Queensland, Western Australia and NSW.
While post-sentence detention isolates sex offenders from the community, thus preventing harm, it is an expensive option and raises complex legal and ethical issues.
The Scottish Executive has recently developed a scheme that allows for lifelong risk management of serious sex offenders, which may provide a better alternative.
In Scotland, judges can now make orders for lifelong restriction at the time of sentence. A risk management plan is then developed, with the collaboration of prison, social work and health services.
A risk management authority approves and monitors the plan and the offender goes through stages of treatment, supervision and monitoring in prison and then in the community.
The advantage of such orders is that offenders know at the time of sentencing that they will be subject to a risk management plan and will have to comply with it to be released from prison.
In comparison, continued detention orders are made at the point when an offender has almost completed the original prison sentence, leading to uncertainty as to whether such an order will be made and, if so, what conditions will exist.

Annan Describes Polarized World in Farewell Address
In his farewell address to the General Assembly, Secretary General Annan painted a stark picture of a world beset by social and economic inequality, war and terrorism. He lamented that his 10 years in office had witnessed little progress in resolving the planet's most pressing problems.
"The events of the last ten years have not resolved, but sharpened, the three great challenges - an unjust world economy, world disorder, and widespread contempt for human rights and the rule of law.”
The Secretary-General launched a blistering attack on the phenomenon of economic globalization. He charged that while globalization brings people together in theory, in practice it drives them apart.
"My friends, globalization is not a tide that lifts all boats. Even among those who statistics tell us are benefiting, many are deeply insecure, and strongly resent the apparent complacency of those more fortunate than themselves."
Mr. Annan was equally harsh in his criticism of the fight against terrorism. In a thinly veiled criticism of the United States, he suggested the terror fight is being used as a cover for human rights abuses.

Hysteria is a 4,000-year-old diagnosis that has been applied to no mean parade of witches, saints and, of course, Anna O.
But over the last 50 years, the word has been spoken less and less. The disappearance of hysteria has been heralded at least since the 1960’s. What had been a Victorian catch-all splintered into many different diagnoses. Hysteria seemed to be a vanished 19th-century extravagance useful for literary analysis but surely out of place in the serious reaches of contemporary science.
The word itself seems murky, more than a little misogynistic and all too indebted to the theorizing of the now-unfashionable Freud. More than one doctor has called it “the diagnosis that dare not speak its name.”
Nor has brain science paid the diagnosis much attention. For much of the 20th century, the search for a neurological basis for hysteria was ignored. The growth of the ability to capture images of the brain in action has begun to change that situation.
Functional neuroimaging technologies like single photon emission computerized tomography, or SPECT, and positron emission tomography, or PET, now enable scientists to monitor changes in brain activity. And although the brain mechanisms behind hysterical illness are still not fully understood, new studies have started to bring the mind back into the body, by identifying the physical evidence of one of the most elusive, controversial and enduring illnesses.

Confidence is the only trick in town
Fresh, spontaneous responses, not tired, prepared essays, will bring you success on exam day, writes Bob Hillman.
ENGLISH has the greatest number of candidates, is the first main written examination in October and is the longest of all examinations - three hours plus 15 minutes of reading time. Given this, it is critical that you are aware of the expectations, are well prepared and have an assured approach to the examination.
In a nutshell, you must produce four pieces of writing on unseen topics. You must write on two different texts that you have studied throughout the year from the VCAA text list, only one of which may be a film. And you must ensure that you complete a Part A topic and a Part B topic. You must also compose two essays for the Writing Task - one analysing language use and the other presenting your point of view.
As with all examinations, you must do your best to adhere to the recommended times: one hour each for the two text essays and a total of one hour for the Writing Task.
Appropriate use of reading time is invaluable. Begin by determining which text topics offer you the best opportunity of displaying your textual knowledge and your capacity to explore the topic. There should also be time to read the Writing Task material carefully and purposefully. Use this time to contemplate the implications of each topic you choose to write on. You may use your dictionary in reading time.
It is important to have a clear understanding of the requirements of the examination. Its structure is the same as it has been over the past few years and the expectations should be apparent to students and teachers.
