(2007.1.13) Some people think universities should provide knowledge and skills related to future career, others think the true function of university is to give access to

knowledge that students are interested in. What is your opinion of the main function of university?

 

（2007．1．20）Some people say that governments should pay for the health care and education but other people say that it is not the governments' responsibility. Discuss the both viewpoints and give your opinion.

 

(2007.2.3) Some people think that individuals are not able improve the environment, only government and companies can make a difference. To what extent do you agreeor disagree?

(2007.3.10) With the increasing use of mobile phones, less people tend to write letters. Some people believe that writing letters will disappear completely. To what extent do you agree or disagree?

they can’t depend on the same job for life. Discuss the reasons for the phenomenon and make some suggestions.


In todays labor market, people change their jobs at a much more rapid rate than say, 20 years ago. Amongst numerous reasons, lack of confidence towards their current jobs, motivates many to keep an eye constantly on the employment market. This phenomenon can be explained by the enormous changes in employment conditions dating from late last century, corporate restructuring, as well as improvement in employees’ self expectations.

Rapid changing economic cycles, technological advances and competition force firms to update their business strategy on a yearly basis to stay in business. Excess capacity, a shift in demand on certain product categories outdates skills current employees possess. This is not helped by the reduction in power in unions, which these days fail massively to negotiate a satisfactory agreement for the employees. In certain regions, the situation can be further worsened by a high unemployment rate, where everyone would jump into any jobs literally for free. This has laid down an unstable background of the situation of jobs in current job market.

The current increasing trend in terms of mergers and acquisition deals and corporate restructurings only added further complications to the already complicated situation described above. Integration of corporate cultures and ranking of seniorities have always been potential problems after M&A deals. These days, even a staff from a well performing firm, faces a rapid decrease in seniority through a simple restructuring deal.

If all the above sounds too negative to you, there is fortunately an initiative from an employee’s point of view, thanks to the increase in liquidity in the labor market. These days, a job is not just a way to maintain a living. More educated professionals perceive advancement in their career one of the most important must-dos and high expectations have been driving them seeking more rewards opportunities and better through various sources. Doing the same job for a lifetime is hence, no longer a good match for their lifestyles.

Whether it is due to shift in demand in the labor market, corporate takeovers, or by the choice of employees and mostly likely to be a combination of these all and more, Changing jobs at a rapid rate has become a world wide social phenomenon. Firms should focus on developing a more comprehensive professional development program and a better-structured career pathway to retain the talents, as at the end of the day, constantly loosing staff costs more to the firm than anyone else.

Whether responsibility of paying heath care and education belongs to the government has always attracted heated debates. From a free market point of view, those who consume the resources should pay for whatever they consume. However, due to the nature of inelastic demand for these goods and services, others believe firmly in the concept that everyone should get access to these goods and services on an equal basis. From my point of view, the responsibilities of education and healthcare should be discussed separately.

Obviously, some people consume more than others in healthcare, and it is not unreasonable for those who consume less to question why they should subsidize the others. My understanding is that healthcare is the very basic needs and the primary duty of a government is to provide its people a sense of assurance on basic necessities, which also include social securities and allowance for the disadvantaged. Healthcare consumption also has an unpredictable and mostly involuntary nature, where those consumers do not have an option of not receiving appropriate services.

Much like healthcare, I do agree that paying for lower levels of education should be the responsibility of the government. The aims is mainly to provide everyone the opportunity to reach the minimum level of knowledge required to become a useful member of the society, which is a necessity to maintain an acceptable level of security in the society.

Higher education, on the other hand, is totally a different domain. The expensive nature would significantly put extra tax burdens on taxpayers. The demand for jobs in the labor market shows a significant diversity in terms of qualifications required. In other words, it is optional. Those with higher education qualifications do have better career options and I do not see why they cannot contribute a fee for themselves. I do agree that the government should facilitate equal accessibility of higher education, so that those from a lower income background would not be disadvantaged, but this can be achieved through limited amount of sponsorships and availability of loans.

In summary, governments are financially bound by tax raised from taxpayers and they should allocate these scarce resources to area most needed. Basic needs such as healthcare should be addressed before optional items such as higher education.

老师，像Discuss the reasons for the phenomenon and make some suggestions.这类的主要分析原因是吧，然后是最后一段总结的时候写点建议，还是专门写段建议和结尾分开的好啊？

没有固定模式，一般建议全文写5段，即：
开头段－Introduction of the topic
Reasons+Solutions建议一共写四段，可以是两个reasons两个solutions，也可以是3+1，根据具体题目灵活应变。
这种Report类型无需专门的结尾，事实上你就算写结尾也会发现没有什么东西好写。
